Preventing HIV infection in children
The national Department of Health is revising its prevention of mother-to-child transmission (PMTCT) policy and guidelines to improve the care of HIV-positive mothers and reduce the transmission rate to children. The Children’s Institute has been involved in this process and is also currently assisting the Western Cape Provincial Department of Health in updating its PMTCT guidelines. PMTCT is regarded as the single most effective way to prevent HIV infection in children.
CI case study published in Oxford University Press book
The CI case study “From Fieldwork to Facts to Firearms Control: Research and Advocacy Towards Stricter Firearms Control Legislation in South Africa” was recently included in Oxford University Press (2008): Research for Action: Cross-National Perspectives on Connecting Knowledge, Policy, and Practice for Children (edited by Chaskin RJ & Rosenfeld JM).
The publication is the result of a collaboration with the International Network of Child Policy Research Centers, which is driven by the Chapin Hall Center for Children, University of Chicago. The Chapin Hall website abstract describes the book as follows: “ Researchers, policymakers, practitioners, and advocates concerned with promoting effective policy and practice will find this book a vital aid in understanding how to apply knowledge to the real world and bring about in ways that can inform and contribute to social change.”

Juta publication provides commentary on the Children’s Act
The Commentary on the Children’s Act (Juta, 2007, edited by Davel CJ & Skelton AM) is the first section-by-section guide to the Children’s Act No 38 of 2005. Every section of the Act is discussed, giving practical guidance on its interpretation and application.
The introductory chapter, “Interpretation, Objects, Application and Implementation of the Children’s Act” by
Adv Ann Skelton from the Centre for Child Law at the University of Pretoria and Paula Proudlock from the Children’s Institute, gives a good overview of the history of child care and protection law in South Africa, the need for reform, and describes the founding provisions of the new Act.

New honorary research associate
The CI welcomes Carolyn McKinney, an honorary research associate, who
is joining the team in March for a two-year post-doctoral fellowship
awarded by the National Academy of Education and Spencer Foundation.
She has a PhD from the Institute of Education, University of London, and has worked in research and teaching posts at a number of local universities. Her project is about girls’ rights in education and how their rights to dignity and equality are, or are not, realised in a school setting.
